Mike’s Shoe Repair, Cedarvale Barbers and Cedarvale Tailors used relocation funds to move to the nearby Shoppes of Cedar Grove strip mall. Most property owners agreed to relocate - but not all. More important, it set the city on a path in which it went on to buy and relocate 60-some businesses and properties in and around the mall from 2000 to 2008. ![]() What followed was a study and a “Village Plan” concept that called for turning Cedarvale into a walkable community with a mix of housing, retail, office space, parks and even a hotel. In 1998, the city council, recognizing the need for some type of public investment in the area, initiated a task force of city leaders, staff and community members, said Jon Hohenstein, Eagan’s community development director. The land, east of Cedar Avenue and south of Minnesota 13, was Eagan’s retail and commercial hub when anchored by Cedarvale Mall and surrounding businesses.īut the mall, built in 1965, slowed in the late 1980s after changes to area roads cut off easy access and when fancier retail areas with big-box stores sprung up in and near the city. “We’re calling it our Disney World,” said Brent Cory, the bureau’s president and CEO. The Eagan Convention & Visitors Bureau is among those expecting the mall to be a destination for scores of shoppers, including many from its “drive-time market,” or people who live within 12 hours of Eagan. Albertville Premium Outlets, North Branch Outlets and Medford Outlet Center are just outside the metro area. It will be the lone outlet mall within the seven-county metro area. The belief by many is that the mall, in Eagan’s far southwest corner, will be a regional draw because of its close proximity to Interstate 494, the Mall of America and Minneapolis-St. The $100 million mall development also has the potential to affect the local retail landscape, city officials and community members say. “This grand opening seems like a fairly large milestone, to understate the matter,” Eagan Mayor Mike Maguire said last week. That was followed by land purchases and an ensuing legal challenge by three businesses that wound up before the state’s highest court. It also is a turning point in the city’s Cedar Grove neighborhood revitalization effort, a city vision that began with a study 16 years ago. But the behemoth mall, which is directly across the road from the bowling alley, represents more than a magnet for shoppers wanting discounted shoes and handbags. ![]()
